Trivandrum: The 2011-12 Kerala budget presented by the finance minister Thomas Issac today at the legislative assembly ensures a comprehensive and integrated development of the state. The minister said that the tax collection in the tenure of the government has increased and the State treasury hadn't closed an hour even without any kind of financial aid from the central government in the five-year tenure of the government.
The minister also took some safe measures in curbing the steep price rise in the state - Rs. 100 crore has been alloted to curb the price hike. Food kits worth Rs. 300 would be distributed through public distribution systems in the state. About 3,000 public distribution shops would be transformed into Civil Supplies franchises in order to control the price rise.
Horticulture Corporation is allotted Rs. 20 crore to distribute the vegetables for a decent rate throughout the state. About 40 lakh families in the state have been identified to be in the BPL category.
The budget gives due importance in safeguarding the security of the women community. About Rs. 770 crore has been allotted for the same. Public Comfort Station for women is also in the pipeline. He also stated that the government will form a Women Development Board for safeguarding the status of women.
For a comprehensive development and safe guarding the social security, the budget put forward a bunch of developmental recommendations in which, ten state highways would get a new face lift with a budget of Rs. 1,920. The Rs. 1,000 corer bypass package would give a new shine to the roads in the state.
Five new public-sector undertaking will be shown the green flag, which would give a new life to the unemployed in the state.
The Vizhinjam terminal would be completed in two phases and for that Rs. 150 crore has been allotted for the completion of first phase. The first phase of the Sabarimala Master plan would be completed in a year and the minister has announced several developmental measures like the construction of flyovers and walkways in the temple.
The construction of the Kannur International Air Port would be completed within two years and Rs. 10 crore has been allotted for the basic infrastructure development of the terminal.
The budget also gives due importance to the Education sector. For the development and research of Malayalam language, Rs. 10 crore has been allotted and the minister has announced various schemes for developing the status of higher education in the state.
Pensions to various classes have been increased from Rs. 300 to Rs. 400. Pension for journalists has been increased to Rs. 4,000.
Co-operative medical colleges in the state would be given Rs. 10 crore and KSRTC would get Rs. 100 crore aid for their operations. The minister also announced 1,000 new buses in the coming year.
State Police Security Forces would be formed in the state on the basis of CISF.
In order to develop the much stricken Coir industry, the minister announced Rs. 100 crore developmental packages.
Trivandrum will get Rs. 250 crore for road development and 10.5 crore for Capital City Development.
Minister ended his budget presentation by quoting lines from an ONV poem and thanked VS Achuthanandan and his colleagues for their support in presenting the budget successfully.
